Do you have any idea when Windows XP SP3 is coming out? Or is it already released?

According to reliable sources, Windows XP SP3 will be expected to release around Q2 of this year. However, the RC1 refresh public release is available now (where you can get it from Microsoft website), though there ain't any drastic changes like in SP2.
